The trusted intelligence commerce: Agentic intelligence exchange - Phase III
AI can already predict, recommend and automate. But when an AI-driven
decision crosses from one organisation to another, a much harder
question emerges: who can trust it, who is accountable for it, and who
gets paid for the value it creates? Agentic Intelligence Exchange:
Trusted Intelligence Commerce – Phase III addresses this missing layer
between artificial intelligence and real-world, cross-party commerce.
Phase I proved that telecom data signals could be transformed into
actionable intelligence. Phase II showed that this intelligence could
remain sovereign and composable, enabling organisations to collaborate
without moving or exposing their raw data. Phase III completes the
journey by turning sovereign intelligence into a governed commercial
product, one that can be discovered, authorised, ordered, consumed,
measured, paid for and audited across organisational boundaries.
Every communications service provider has its own network data,
customer context, intelligence models, APIs, governance controls and
technology partners. Requiring every provider to adopt the same
platform or surrender its data is neither practical nor desirable.
Agentic Intelligecen Exchange (AIX) therefore does not centralise
operator data, replace proprietary intelligence or expose customer
profiles. Instead, it provides a common trust and commerce control
plane that standardises the boundary around each intelligence product:
what it does, who may use it, for which permitted purpose, what inputs
and outputs are allowed, how quality and validity are defined, what
evidence must be retained, and how the resulting value is attributed
and settled.
At the core of Phase III is the Intelligence Product Commerce
Framework. It provides a repeatable operating model through which CSPs
can package decision-specific intelligence as governed digital
products with defined pricing, usage rules, quality commitments,
service levels and accountability. The end-to-end commercial journey
covers product publication, qualification, quotation, authorisation,
ordering, consumption, decision orchestration, fulfilment, metering,
revenue attribution, settlement and audit. Agentic AI coordinates the
journey, while TM Forum Open Digital Architecture, Open APIs and
AI-native principles provide the foundation for interoperable product
management, policy enforcement and explainable outcomes.
The Phase III demonstration makes this complex model tangible through
one familiar moment: a traveler arrives in another country and must
choose how to stay connected. AIX supports two possible journeys, a
personalised roaming offer from the home operator or a local-SIM offer
from the visited operator. Behind that apparently simple choice,
intelligence from multiple sovereign providers is discovered,
authorised and orchestrated under consent, purpose, privacy and
commercial controls. Even when the traveler selects the local SIM,
intelligence contributed by the home operator can still be recognised,
measured and rewarded. The customer receives a relevant decision;
every participating organisation retains control of its assets; and
every contribution can be evidenced and commercially attributed.
This is what distinguishes AIX from a conventional data marketplace, a
bilateral API integration or another isolated AI use case. Many
initiatives make a model, network or autonomous agent more
intelligent. Others make AI agents communicate more securely. AIX
addresses what happens after intelligence has been created: how
organisations can rely on it, transact with it and share the value it
produces. Its innovation is not one algorithm or one customer journey,
but a reusable operating model for trusted intelligence commerce
across operators, technologies, markets and industry use cases.
The project itself demonstrates the collaborative model it seeks to
establish. China Mobile contributes an operator environment, sovereign
intelligence context and real-world validation, while Huawei, its
technology enables LUM (Large User-purchase-intent Model), Telecom
Knowledge Graph, Living Digital Twin and Smart Decision capabilities.
IOH contributes home-operator intelligence and cross-operator journey
validation. Econet tests the portability of the model across another
operator and market context. MatreComm enables the digital customer
and roaming experience. Whale Cloud contributes agentic orchestration,
intelligence composition and governance capabilities. Telin connects
these contributions through the AIX ecosystem and commercial
orchestration layer, aligning the product lifecycle, partner
relationships, standards and value-sharing model.
No single member could demonstrate Trusted Intelligence Commerce
alone. The value comes from combining complementary operator
environments, intelligence capabilities, customer journeys, governance
controls and commercial roles around one shared mission: enabling
organisations to exchange trusted decisions without exchanging the
customer data used to produce them.
For CSPs, AIX creates a path beyond connectivity and internal
analytics towards becoming trusted intelligence providers. For
enterprises and ecosystem partners, it creates a consistent way to
access high-value intelligence for customer engagement, identity,
fraud prevention and digital trust. For ecosystem orchestrators such
as Telin, it creates a scalable role in connecting sovereign
intelligence providers and consumers through a secure and commercially
viable exchange.

how AIX moves from product discovery to permission, decision, action,
evidence, payment and learning and how a simple customer choice can
become a trusted, accountable, multi-party commercial transaction.
Data stays sovereign. Trusted intelligence is exchanged. Every
contributor earns its share.
